Kennedy parecia muito mais aberto a prover ao Brasil assist\u00eancia governamental direta, e a administra\u00e7\u00e3o de Quadros parecia mais aberta a fazer as reformas de austeridade h\u00e1 muito pedidas pelos Estados Unidos. Parecia que os ideais Pan-americanos de Kubitschek estavam prestes a tornarem-se realidade. No entanto, mais uma vez, a &#8220;rela\u00e7\u00e3o especial&#8221; n\u00e3o se materializou. O Brasil cada vez mais assertou sua independ\u00eancia em suas rela\u00e7\u00f5es exteriores, buscando reabrir rela\u00e7\u00f5es com pa\u00edses do Leste Europeu como a Hungria. Os Estados Unidos desconfiaram cada vez mais do Governo Brasileiro, especialmente depois que Goulart foi elevado a Presidente. Al\u00e9m disso, oficiais Americanos atuaram no interesse de l\u00edderes de empresas Americanas, ao inv\u00e9s de seguir um plano de a\u00e7\u00e3o coerente no Brasil. C\u00e1lculos estrat\u00e9gicos durante a Guerra Fria, ao inv\u00e9s de parceira econ\u00f4mica, rapidamente tornaram-se prioridade para a administra\u00e7\u00e3o de Kennedy.
