No entanto, crescentes problemas dom\u00e9sticos fizeram com que engajamento internacional se tornassem menos priorit\u00e1rios para Dilma. Lidando com uma economia estagnante, esc\u00e2ndalos de corrup\u00e7\u00e3o, e problemas pol\u00edticos, Rousseff teve que dedicar mais aten\u00e7\u00e3o a assuntos dom\u00e9sticos. Portanto, a amplitude e intensidade do engajamento Brasileiro em organiza\u00e7\u00f5es internacionais caiu, e o or\u00e7amento do Minist\u00e9rio das Rela\u00e7\u00f5es Exteriores tamb\u00e9m foi cortado. Durante o governo de Barack Obama (2009-16), que coincidiu com o de Dilma por v\u00e1rios anos, ainda que o Brasil e os Estados Unidos tenham mantido rela\u00e7\u00f5es amig\u00e1veis, os dois pa\u00edses tiveram uma s\u00e9rie de pequenos desentendimentos que inibiram um significante aprofundamento dia sua parceria. Houveram desentendimentos sobre assuntos como a resposta \u00e0 crise de 2008 e a resposta internacional ao Ir\u00e3. Tamb\u00e9m houveram uma divisai quanto \u00e0 espionagem americana das comunica\u00e7\u00f5es de Dilma. Ao mesmo tempo, o Brasil viu seu &#8220;soft power&#8221; diminuir enquanto seus problemas dom\u00e9sticos escalavam.
