The U.S. Department of Internal Revenue issued these ?propriety? stamps to indicate payment of taxes on goods like alcohol and tobacco. Users of these goods were required to show proof of payment, or face time in prison and a fine for tax evasion. Revenue stamps were used between 1862 and 1967.
